Revision of the Portuguese Public Contracts Code (CCP): Guide to the 20 Key Changes
The Portuguese Public Contracts Code (Código dos Contratos Públicos – CCP) has undergone a significant revision through Decree-Law No. 177/2026 of 4 September, as part of a legislative reform aimed at simplifying, clarifying and modernising public procurement in Portugal.
The new rules will enter into force on 1 October 2026 and introduce significant changes to both the formation and performance of public contracts.
New thresholds for direct awards and prior consultation procedures, strengthened public procurement planning, the elimination of formalities, new rules on the estimated contract value, the use of artificial intelligence, simplified procedures, greater flexibility in contract modifications, and changes to the arbitration regime are just some of the areas covered by the reform.
