Territorial-Based Incentive System: Alentejo, Médio Tejo, Pinhal Interior and Oeste

Applications are now open for the Territorial-Based Incentive System, aimed at supporting small-scale investment projects promoted by micro and small enterprises, with the goal of fostering employment, strengthening competitiveness, and increasing the resilience of local economies.

 

The following types of actions are eligible for support:

  • Type 1: Creation of micro and small enterprises, corresponding to investment strategies in companies with less than 5 years of activity at the date of application submission;
  • Type 2: Expansion or modernization of micro and small enterprises with at least 5 years of activity at the date of application submission, namely through the increase of economic activity, integration into value chains and expansion of business networks or other scale-enhancing projects.

Exception: In the Alentejo region, the seniority criteria are adjusted to at least 3 years of activity at the date of application submission.

Intervention territory of IIBT PI, which includes 24 municipalities belonging to 5 Intermunicipal Communities in the Centro region

Oeste

Municipalities of Alcobaça, Alenquer, Arruda dos Vinhos, Bombarral, Cadaval, Caldas da Rainha, Lourinhã, Nazaré, Óbidos, Peniche, Sobral de Monte Agraço and Torres Vedras.

 Extractive industries (CAE 05–09); Manufacturing industries (CAE 10–33)).

 

Eligible Expenses 

  1. Costs related to construction, reconstruction, or expansion works;
  2. Costs for the acquisition of machinery and equipment;
  3. Costs for the acquisition of IT equipment;
  4. Costs for specific software required for the operation of machinery and/or equipment (IT or otherwise);
  5. Costs associated with the certification of products, processes, or services, as well as the design and registration of new trademarks;
  6. Costs associated with the services of certified accountants or statutory auditors;
  7. Costs for architectural projects (including interior design) and specialized engineering services;
  8. Indirect costs.

 

In the case of Alentejo: 

  1. Tangible assets, such as machinery, equipment, IT equipment (including associated software), and vehicles adapted to operations (provided they do not use fossil fuels);
  2. Construction, renovation, and other building-related interventions;
  3. Intangible assets, namely the acquisition of patents, licenses, know-how, and software;
  4. Specialized services, such as certification/standardization audits, marketing plans, and engineering services;
  5. Costs associated with the services of certified accountants or statutory auditors;
  6. Costs related to the certification of products, processes, or services, as well as the design and registration of new trademarks;
  7. Indirect costs.

 

Form of Support

Alentejo 

 Support is provided as a non-repayable grant of up to 60%, for investments ranging from €15,000 to €300,000.

 

Médio Tejo

Support is provided as a non-repayable grant at a rate of 65%, with the following limits: 

  • €40,000 – €300,000 for projects in the industry and tourism sectors;
  • €10,000 – €55,000 for projects in the trade and services sectors.

 

Pinhal Interior, Região Centro 

Support is provided as a non-repayable grant of up to 70%, with the following limits: 

  • €40,000 – €300,000 for projects in the industry and tourism sectors;
  • €10,000 – €50,000 for projects in the trade and services sectors.

 

Oeste

Support is provided as a non-repayable grant at a rate of 40%, with a minimum of €40,000 and a maximum of €300,000.

Alentejo: Until September 1, 2026

Médio Tejo

  • Phase 1: until May 15, 2026
  • Phase 2: from May 15 until September 30, 2026

Pinhal Interior, Região Centro: Until April 30, 2026

Oeste: Until April 30, 2026
