Portugal 2030: Algarve Climate and Energy Transition

The Algarve 2030 Regional Programme opened, on 30 September 2026, applications for small simplified projects for the climate and energy transition of companies in the Algarve, with a priority focus on energy efficiency, emissions reduction and the decarbonisation of business activity.

Call ALGARVE-2026-15 supports specialised consultancy services and small investments that reduce consumption and emissions, particularly in the industry and tourism sectors.

Operations cannot have renewable energy production as their main focus: the main investment must reduce final or primary energy consumption and greenhouse gas emissions. Photovoltaic self-consumption is only eligible as a complement to energy efficiency measures.

 

Eligible Actions

Consultancy services and small investment projects that improve companies’ energy and environmental performance, under a simplified regime, are eligible.

The actions covered are:

  • Specialised consultancy: diagnostics, studies, action plans, technical assessments and certifications;
  • Energy efficiency: replacement of inefficient equipment, improvement of facilities, monitoring systems, smart management, automation and heat recovery;
  • Electricity self-consumption:photovoltaic installation complementary to efficiency measures, limited to energy that cannot be reduced;
  • Other small investmentsthat reduce consumption and waste and support the energy transition.

  

Beneficiários

Micro, small and medium-sized enterprises with organised accounting and a physical establishment in the Algarve, where the investment will be made, may apply. Virtual rental spaces do not count.

Application phases

Phase 1: 15 January 2027

Applications are ranked by date and time of submission, up to the limit of the allocated funding. The analysis takes 60 working days after the closing of each phase, and the approved amount and the contracted indicators do not change throughout the operation.

 

Geographical Area of Application

Projects located in the Algarve (NUTS II and NUTS III) are eligible, with the location corresponding to the region of the beneficiary’s physical establishment where the investment is made.

Virtual rental spaces do not reflect an effective occupation of space in the Algarve.

 

Eligible Expenditure

- Tangible Assets

Acquisition of machinery and equipment and the costs necessary to put them into operation, as well as IT equipment and software required, when strictly associated with the objectives of the operation. 

- Intangible Assets

Standard software or software developed for the purpose, depreciable and included in the company’s assets; transfer of technology, patents, licences and technical knowledge, only when indispensable to the energy efficiency measures. 

- Consultancy and Other Expenditure

Consultancy, diagnostics, studies, action plans, technical assessments and certifications that promote energy efficiency and emissions reduction, and refurbishment strictly necessary for the installation of the equipment.
Continuous or periodic services and the fees of certified accountants or statutory auditors for validating payment requests are excluded.

 

The application must be submitted before the start of the works or the contracting of the service: expenditure is only eligible if incurred and paid after submission.

 

Specific Conditions

Total eligible cost of up to €200,000, ex ante and ex post technical assessment of energy consumption and emissions, self-assessment of the “Do No Significant Harm” principle and demonstration of funding for the operation.

 

Applications from 30 September 2026 to 31 May 2027, with the 1st phase closing on 15 January 2027.
