Ricardo Barbosa Moreira joined Dower Law Firm in 2024, where he primarily focuses on the field of Public Law.
He holds a Law degree from the Faculty of Law of the University of Porto.
Since 2025, he has been pursuing a Master’s degree in Law at the Faculty of Law of the University of Porto, specializing in Legal-Administrative Sciences.
As a Trainee Lawyer at Pacheco de Amorim, Miranda Bloom & Associados, Sociedade de Advogados, S.P., R.L., he worked mainly in Public Law and already has over three years of experience in the field.
He is a guest speaker at several short courses and conferences in the field of Public Law. He taught the Short Course on Public Procurement promoted by AEDUM, the Short Course “General Guidelines and Current Challenges of Pre-Contractual Litigation”, and the Short Course “Administrative Law and EU Funding: from Procedure to Litigation”, both promoted by Iuris FDUP Junior.
He was also a guest speaker at the 3rd National Meeting of Technical Assistants, organized by ATAM – Association of Local Administration Workers, addressing the topic “Technical Assistants and Public Procurement in Local Authorities”.
