Support measures for businesses in a state of calamity

Support measures for businesses in a state of calamity

With the aim of supporting companies affected by recent storms, floods, rising waters, and other high-impact structural damage, the regulations of the IFIC incentive system have been amended to include support for investments in affected regions.

Through the Reindustrialize Line, investment projects in Productive Innovation are eligible for support and may include Research and Development components, with the goal of rapidly restoring economic activity, repairing damage, recovering productive capacity, and strengthening the resilience of affected operations.

Eligible entities

  1. Microenterprises
  2. Small and Medium-sized Enterprises (SMEs)
  3. Large Enterprises

Investment limits per project

  • Minimum: €100,000
  • Maximum: €10 million

Geographical scope

Areas of the national territory formally recognized as affected by disaster, serious accident, or contingency situations.

Eligible expenses

  • Repair, reconstruction, or replacement of damaged facilities
  • Replacement or recovery of affected machinery and productive equipment
  • Acquisition of new equipment to restore capacity
  • Expenses related to studies, diagnostics, projects, and technical inspections
  • Cleaning, debris removal, and immediate operational recovery
  • Interventions to increase future resilience (relocation, structural reinforcement, preventive measures)
  • Expenses directly related to proven damages

Support

  • Non-repayable grants;
  • Variable rates of up to 60%, depending on the region and company size.

Until March 31, 2026

Additional note

For companies with ongoing projects under COMPETE 2030 that have suffered material damage and significant constraints in municipalities under disaster or contingency status, exceptional measures have been approved to safeguard project execution and continuity:

  • Extension of project implementation deadlines, subject to approval of revised schedules submitted by beneficiaries
  • Priority in the analysis, validation, and payment of reimbursement requests submitted under these projects
